Jay Chamberlin, as Chief of the Natural Recourses Division, leads natural resources policy and program implementation for the state park system. Previously, he oversaw Delta habitat mitigation and ecosystem restoration program for the California Department of Water Resources, served as a Deputy Assistant Secretary at the California Natural Resources agency, and managed programs for non-profit organizations, including 1000 Friends of Oregon, the Pacific Forest Trust and Natural Parks Conservation Association. Mr. Chamberlin received a M.S. in natural resources and environment from the University of Michigan and a B.A. in history from UC Berkeley.

Mike Chrisman current serves as director of the Southwestern Partnership Office, which oversees program delivery, local and regional relationships, and partnership development and fundraising in Arizona, California, Colorado, Nevada, New Mexico, and Utah. Prior to the National Fish and Wildlife Foundation, he was chief advisor’s Gov. Arnold Schwarzenegger on issues related to the state’s natural, historic and cultural resources. From 1996 to 2003, Mr. Chrisman served as Region manager for Southern California Edison. He holds an M.S. in agricultural education and a B.S. in agronomy and plant science from the University of Arizona.

Mike Eaton operates a small farm west of Galt on the eastern edge of the Sacramento-San Joaquin Delta. He is currently Vice Chair of the board of the Delta Conservancy, where he serves as a Governor’s appointee. Mr. Eaton previously was executive director of the Resources Legacy Fund (RLF) and the Resources Legacy Fund Foundation (RLFF), philanthropic organization which support projects that conserve or restore natural landscapes and marine systems and preserve wildlands. Prior to joining RLF/RLFF, Mike served for more than a decade as Senior Project Director with The Natural Conservancy, overseeing the Conservancy’s work in the Consumes River watershed, the North Delta, and the San Joaquin Valley. He has also worked for the Sierra Club, the Governor’s Office of Planning and research, and the California Resources Agency.
Caryl Hart

Caryl Hart is the recently retired Director of Sonoma County Parks and a former member and Chair of the California State Parks Commission. She is a founding member of LandPaths, a non-profit dedicated to maximizing resource conservation while allowing managed public access. Ms. Hart has also served as an advisor to the Sonoma County Agricultural Preservation and Open Space District. She received her Ph.D. in Environmental Science Policy and Management at the University of California, Berkeley, her J.D. at the University of San Francisco, and a B.A. in economics at Cornell University.

Keith Gilless is dean of the College of Natural Resources at UC Berkeley with research interests in forest economics and management, including wildfire protection planning. He has also been recognized for teaching excellence at the undergraduate and graduate levels. He has been focused as well on climate warming and forest resources. Dean Gilless received a B.S. in forestry in 1978 from Michigan State University and a Ph.D. in forestry and agricultural economics in 1983 from University of Wisconsin-Madison.

Cynthia joined Carpe Diem West in July 2012 from the Environmental Defense Fund where she was the California Water Legislative Director responsible for EDF’s water agenda in California. A public interest attorney and water policy expert for 20 years, Cynthia served as a chief negotiator for the historic 2009 Bay Delta Water Reform Act, and was the lead in the State Water Resources Control Board’s 2010 decision in establishing public trust flow criteria for the San Francisco Bay Delta Estuary. Previously Cynthia was the legal Director for Save San Francisco Bay Association, and a visiting scholar at UC Berkeley’s Center for Sustainable Resource Development. She was an associate at the law firm Heller, Ehrman LLP, and began her career as an assistant regional council for EPA Region 9. Cynthia is also an elected member of the Marin Municipal Water District’s Board of Directors, and immediate past president, currently serving in her third term. She serves on a number of boards and committees for organizations including the Water Education Foundation, the California Water Policy Conference, and Mothers of Martin Advocating Sustainability. She is a recipient of The Water Award among other honors. Cynthia is a graduate of Pomona College and received her JD and Environmental Law Certificate from the University of Oregon School of Law.

Richard Moss is senior leader at Provost and Pritchard Consulting Group, a civil engineering consoling firm based in Visalia, California. Edward Smith is working to conserve and improve the health and resilience of forests, meadows, and riparian communities of the Sierra Nevada Mountains of northern California by working with partners to increase the pace and scale of science based, ecologically restorative management. Edward has a strong interest in incorporating continuous business practice improvement into relevant conservation and protection projects through the provision of sound science.
Edward led similar efforts for TNC in Arizona, launching and leading with others the Four Forest Restoration Initiative. He also provided strategic science in support of land management and planning in a changing climate, and supported quality collaborative process and teamwork to ensure lasting results. Trained as a forest ecologist and soil scientist, Edward has studied the response of rare understory plants to forest management, soil nutrient cycling in intact and disturbed forests of SW, and the role of spatial soil nutrient distribution in greenhouse gas production. He also worked for Northern Arizona University in the use of effluent in tree farms, and as an arborist in the San Francisco Bay area, and is an avid amateur mycologist. He served on Governor Napolitano’s Forest Health Advisory Committee for Arizona Game and Fish from 1999-2005.

Este Stifle is director of the Central California Region for the Bureau of Land Management, which almost perfectly mirrors the Sierra Nevada Research Institute’s primary research area from the Feather River basin to the Tehachipi Mountains. Prior to beginning named to her current post, Ms Stifle was BLM California Senior Technical Advisor and served the agency in other positions involving planning and policy, as well as work as a field station manager. She also held several positions with The Nature Conservancy. Ms Stifle’s undergraduate degree is in environmental studies from Trinity College and she has two Master’s degrees from Duke University, one in environmental management and the other in business administration.
